Expanding single-payer authority and planning health insurance reforms
The Foundation's State Coverage Initiatives Program was designed to help states plan and develop insurance market reforms, Medicaid reforms, and other significant health care financing and delivery changes. New York will build on the work begun under a previous grant, during which the Governor's Task Force on Health Care Finance Reform analyzed: (1) an expansion of the small group market reforms to the entire insurance market; and (2) the development of an all-payer reimbursement methodology for all ambulatory care providers. The grant also supported the further development of an electronic claims clearinghouse for hospitals, physicians, and free-standing clinics. During the 18-month Phase II grant, the clearinghouse project will expand the electronic transmission of data for all providers. The grant will also continue to provide staff in the Department of Health to support the Governor's Task Force and to begin the implementation of regulatory and statutory changes.
