Developing health insurance reforms and increasing coverage for the uninsured
The Foundation's program, State Coverage Initiatives, was designed to help states plan and develop insurance market reforms, Medicaid reforms, and other significant health care financing and delivery changes.After Washington originally applied for the development grant, the state passed the Health Services Act of 1993, which is currently the most comprehensive health care reform legislation enacted in the nation. Phase I funding helped the state begin to: (1) develop a uniform benefits package; (2) create four regional health Purchasing Cooperatives; (3) design employer and individual mandates; and (4) develop a Public Health Improvement Plan. Under this Phase II grant, the state will implement these programs and will focus grant activities on expansions in coverage, cost control measures, and a public communications program.
