Implementation of a pilot needle exchange program

This grant provides partial start-up funding to help initiate a pilot needle exchange project in the City of Baltimore. The goal of the project is to reduce the spread of HIV infection among intravenous drug users and to lower the number of deaths due to AIDS within the City. The project will be housed in a high drug use area and will provide the following services: (1) dispensing of needles and syringes, condoms and educational pamphlets; (2) HIV counseling and testing; (3) TB skin testing and referral; and (4) syphilis serology and referral to STD clinic. Drug treatment intake, referral and case management will also be provided to help ensure treatment follow-up and access to entitlements. Approximately 1,000 clients are expected to receive services during the grant period. Foundation funds will be used to help meet start-up operating costs for the project, but not for the evaluation.
