Planning for the state's cooperative health care plan

The Foundation's program, State Coverage Initiatives, was designed to help states plan and develop insurance market reforms, Medicaid reforms, and other significant health care financing and delivery changes.This grant provides support to establish an independent statewide Cooperative Health Care Plan which will provide, directly or indirectly, all necessary health care for its members. Premiums for members will be collected by employers and paid to the Cooperative. All current government payments for health care will be made through the Cooperative. Although the Cooperative will not be a single payer, it will dominate the market and thereby provide leverage for controlling costs. Private insurers could continue to provide basic coverage to those who opt out of membership in the Cooperative. Under phase one, the grantee will design the operation of the Cooperative, analyze actuarial and demographic data, determine the benefit package, and estimate the membership fees and other revenue needed for this approach.
