Study of New York's services system for mentally ill Medicaid patients

This grant supports a study of the impact of specific changes in reimbursement for psychiatric care on the delivery of inpatient and outpatient services for the seriously mentally ill and on patient well being post-hospitalization. New York State has implemented a trial reimbursement strategy to improve how general hospitals care for the seriously mentally ill, with the goal of improving continuity and decreasing rehospitalization. The state is evaluating the financial impact of this strategy, and this grant will supplement that effort by analyzing: (1) the content of care in 40 general hospital inpatient units; (2) utilization of services during and after hospitalization for 400 patients; and (3) outcomes of care for these same patients. Comparisons between hospitals receiving the traditional reimbursement and the modified reimbursement will be made to determine the impact of the new strategy.
