The Foundation's Changes in Health Care Financing and Organization program was designed to support research, demonstration, and evaluation projects examining major changes in health care financing.This grant supports an evaluation of the impact of a policy change in Maryland which increased Medicaid reimbursement by 300 percent for routine deliveries. The study examines how this change affected subsequent participation by physicians and access to prenatal care for low-income women. The objective of this research is to provide policymakers with information about the cost benefit trade-offs involved in raising Medicaid OB/GYN fees.
