The Foundation's Changes in Health Care Financing and Organization program was designed to support research, demonstration, and evaluation projects examining major changes in health care financing.This grant supports a study to examine the factors contributing to the recent, rapid rise in employer health care costs. Using a unique database provided by CNA Insurance Companies, patterns and trends in premiums, benefit-premium ratios, and expenditures from 1984 to 1990 will be examined in light of changes in medical prices, technology, employee and retiree demographics, benefit design, managed care programs, and insurance company administrative charges, as well as other factors such as state and federal health policy changes. The study will determine the relative influence these various factors have on employer health care costs. It is expected that the findings generated from this study will assist employers and public policymakers in designing more effective efforts to control costs.
