Evaluating the work of RWJF's State Health Reform Assistance Network, 2013-2014

The Foundation's initiative, State Health Reform Assistance Network, was designed to provide technical support and to assist a targeted set of states in implementing the coverage provisions of the Affordable Care Act. This project will analyze the performance of the State Health Reform Assistance Network (State Network) and its grantees to assess its evolution as health reform rolls out. The researcher will track state progress on Affordable Care Act implementation and interview the State Network national program office staff, technical assistance providers, state officials, and Robert Wood Johnson Foundation staff. Some of the questions the researcher will answer are: How can the State Network make distinctive and unique impact on states moving toward 2015? What are the issues that leading states are grappling with as part of Version 2.0 of health reform? How is the State Network pivoting from the process of planning and implementing to improving outcomes in terms of enrollment? How effectively is the State Network diffusing the lessons and progress from the 11 target states? The deliverables include: attending and participating in major State Network meetings (e.g., annual meeting, technical assistance providers, national advisory committee); producing concise reports on the questions raised; and delivering a final report on State Network progress and challenges.
