Studying leadership styles in local health departments to identify effective strategies to manage reductions in resources

The Foundation's Public Health Services and Systems Research program was designed to help establish the field of public health systems research as a needed resource that will enable governmental health agencies to improve their performance. This study is an evaluation of leadership styles of Local Health Department (LHD) Directors to identify optimal strategies to minimize the negative impact of resource reductions on the service provided to their communities. A survey will be e-mailed to a representative sample of LHD Directors to characterize self-perceived leadership orientations. These survey data will be merged with existing NACCHO data to create a robust and efficient dataset. Deliverables include a website to post study results throughout the project, a forum to receive feedback, a link for study participants to receive and interpret their scores and resources for leadership development. Multiple reports will be generated and provided to describe results from the Leadership Orientation Inventory Survey, the statistical analysis results of the association with leadership style and resource reductions and qualitative assessment results. A policy maker website section will be created. The results will be published in peer-reviewed scientific journals and presented at professional meetings. Findings will be released within 12 months of the project's completion. The Investigators will partner with the NACCHO to discuss the sampling design, obtain e-mail listings, to target improvements to LHDs, and plan dissemination. Current and future LHD directors could benefit from this research by learning leadership behaviors that are effective in responding to economic challenges.
