Supporting expansion and replication in Washington state of the Gateways for Incarcerated Youth educational program

The Foundation's Forward Promise initiative was designed to improve the health of young men and boys of color and enhance their opportunities for success in school, work, and life.Gateways for Incarcerated Youth, offers youth the chance to earn dual high school and college credit and enlists college students as peer mentors and co-learners in the academic work of the program. Gateways articulates its theory of change model through integrated approaches that foster active engagement in learning and that impact education access outcomes and long-term life changes for young men of color. The program has identified preconditions that have led to incarceration including disengagement with school, poverty and exposure to adverse childhood experiences. Gateways has developed a best practice model that connects cultural identity understanding, active educational engagement and transition support to frame a pathway out of future incarceration. The target population is 14-21 year old males at Green Hill School, a medium/maximum fenced facility operated by the state's Juvenile Rehabilitation Administration. With this support Gateways can expand the model beyond Green Hill School to all Washington State juvenile institutions, including four facilities and eight group homes. The activities in this effort include: (1) the development of data collection and assessment tools; (2) a longitudinal outcome evaluation; (3) hiring an expansion program manager; (4) contracting with a K12-college curriculum developer, and; (5) hiring a researched based public service center to develop faculty-teacher training modules.
