Providing effective alternatives to suspension for chronically disruptive students in Clayton County, Ga.
The Foundation's Forward Promise initiative was designed to improve the health of young men and boys of color and enhance their opportunities for success in school, work, and life.Clayton County has been operating under a School Referral Reduction Protocol (SRRP) agreed upon by the Clayton County Collaborative group which includes Clayton County Public Schools, Clayton County Juvenile Court and other community stakeholders. The SRRP limits the types of school offenses that are eligible to be filed at the juvenile court. The Collaborative has developed a system of care (SOC) to serve as a single point-of-entry for access to available local resources for at-risk youth. The SOC coordinates services for youth which are evidence-informed approaches and include: life skills groups, family counseling, and tutoring, mentoring, individual counseling, enhancement activities with pro-social focuses and in extreme cases when clinically necessary; psychological assessment and psychiatric treatment. Funding to Clayton County Juvenile Court will support: (1) Implementation of an evidence-informed career training program that blends workforce and education to be college/career ready; (2) increase the capacity of the existing SOC by adding one high school to be served; (3) increase staff capacity dedicated to SOC case management, data collection, identification of youth on probation for the Workforce Training and Career Development Program and coordinate staffing of SOC participants from the SOC participating schools; (4) contract with four evidence-informed/trained providers to provide clinically necessary intervention services; and (5) create a unique and effective evidence-informed practice outcome evaluation process for all services provided through the SOC.
