Integrating public health services between Carson City and Douglas County in Nevada

The Foundation's initiative, Cross-Jurisdictional Sharing, was designed to strengthen the ability of public health agencies to improve the health of the communities they serve by supporting efforts to explore, inform, and track the implementation of innovative regional or shared approaches to delivering public health services.Under this grant, the Carson City Health and Human Services along with Douglas County and the Nevada State Health Division will design a public health infrastructure model to better integrate services delivered at the local level, provide more local control and improve the health of the state overall. Building on shared services work to date, the participants intend to analyze options for sharing environmental health services among the State, Carson City and Douglas County, expand the scope of services shared by the local jurisdictions, and create a model for ongoing management of shared services. Deliverables for this project include: (1) an analysis of options for the use of shared service arrangements to transfer responsibility for the provision of environmental health services from the State to Douglas County; (2) a written IT infrastructure analysis report; (3) a report analyzing and describing recommended models for CJS arrangements and a toolkit designed to help other jurisdictions analyze the legal and financial implications for CJS arrangements; and (4) presentations of findings to stakeholders, including the Carson City Board of Health and the Douglas County Board of County Commissioners. In addition, the project grantee will designate a team lead to serve as the primary point of contact for the project and provide continuity by participating in all Learning Community activities; designate a communications coordinator to serve as the primary point of contact for the Center's communications staff; ensure that at least three team members participate in three in-person Learning Community meetings, ensure that two team members attend another project's site visit, participate in quarterly calls with the Learning Community, participate in quarterly calls with Center staff and host up to two site visits over the course of the project.
