Developing a blueprint for a Web-based tool to make public how nonprofit hospitals' community-benefit investments impact communities' health needs
This grant supports George Washington University (the University) to develop a blueprint for a national, user-driven, Schedule-H Web tool that will provide easy access to community-benefit data submitted annually to the IRS by all nonprofit hospitals. Section 9007 of the Affordable Care Act calls for strengthening and clarifying the obligations of nonprofit hospitals to invest in addressing their communities' health needs as a condition of their tax-exempt status. Although many efforts are under way to assist hospitals and their community and public health partners in conducting the mandated community health needs assessments and developing implementation strategies that respond to identified and prioritized needs, no parallel effort exists to make information readily available to the hospital community, advocates, health policymakers, and researchers about how hospitals actually invest in the public's health as part of their community-benefit obligations. Without easily accessible data, assessing how individual hospital community-benefit investments are linked to the needs identified in a community health needs assessment is difficult, as is assessing how hospital investments compare geographically and by other variables, such as size, location and patient mix. Deliverables include: the blueprint; an engagement and training plan for potential users; a sustainability plan for the project; a methods outline to conduct an updated economic estimate of the total value of tax exemptions for nonprofit hospitals; convening of an advisory committee; and a two-page project summary to be shared with prospective advisory committee members and co-funders.
