This grant supports Catalyst for Payment Reform (CPR) in assisting employers and other health care purchasers with establishing and promoting a common set of goals and strategies for driving high-value payment innovations when contracting with health plans. Deliverables will include: (1) a spring 2013 meeting, during which CPR purchasers will build upon their shared agenda for payment reform, determine strategic next steps, and identify clinical focus areas and other specifications for a purchaser-designed payment reform pilot; (2) a revised set of tools to source health plans, to be used by employers when contracting with health plans, including request-for-information questions and model contract language, along with an updated progress report on health plans; (3) an initial model for a purchaser-led payment reform pilot; (4) the launch of up to three regional health-plan user groups (HPUGs), which will bring together regional plans and their employer customers to engage in a shared dialogue on expectations for payment reform and will also allow purchasers to assess the plans' progress toward meeting their payment-reform expectations; and (5) a toolkit to assist additional CPR purchasers with developing and running their own local HPUGs.
