This grant supports First Place for Youth (FPY)--which provides youths with a stable, safe and affordable place to live, coupled with extensive education and employment support, guidance, and resources up through the age of 24--in developing a five-year strategic plan. Each year across the country, nearly 30,000 youths age out of foster care and immediately lose access to critical state-funded services. These youths are at great risk of becoming homeless, unemployed, and undereducated, and of living in poverty. FPY has expanded its model to three counties in California and recently completed a formative evaluation. The five-year strategic plan will include an examination of three areas that are central to the growth and long-term health of the organization: (1) continued growth and replication of the FPY model; (2) feasibility of a multiyear summative evaluation of the model; and (3) program adjustments and new lines of business to reflect changing foster-care rules/regulations.
