This grant supports a qualitative study of nine selected communities in the ten target states that are receiving technical assistance as part of the State Health Reform Assistance Network (State Network). The goal is to describe the basic structure of the insurance markets in those communities and how those markets are preparing for health reform. This study will complement: (1) interviews by the Urban Institute of state policymakers in the 10 states; and (2) a survey by Mathematica Policy Research of small-business owners. The grantee will study the impact of regulations on those insurance markets, particularly with regard to competition, characteristics of key offerings, take-up, and outreach for Medicaid and CHIP. Anticipated follow-up studies will concentrate on the impact of health reform on insurance markets in those communities. This study will provide an important baseline for that future work. Deliverables will consist of a separate brief for each state. Using other funds, two high-level cross-cutting analyses will be completed.
