The Foundation's program, State Health Access Reform Evaluation (SHARE), was designed to support research and evaluation of state health reform initiatives and develop an evidence base for future state and federal reform initiatives.In 2011, the State of Connecticut, in conjunction with key labor unions, implemented an innovative health benefit design for its state employees and retirees. The benefit design is based on the principals of value-based insurance design (V-BID), and a health enhancement program (HEP) was added to each plan. This project will evaluate the impact of the program on the various clinical process measures that are the focus of the program (e.g., preventive care use, medication compliance). Deliverables will include a detailed report on findings and policy implications, along with manuscripts submitted to academic journals. Additionally, several briefs will be produced summarizing the CT program, the evaluation project, as well as study results.
