Demonstrating the impact of early reforms under the Affordable Care Act and facilitating its implementation on behalf of consumers

This project will seek to use the personal stories of individuals with chronic conditions to personalize the key insurance reforms under the Affordable Care Act (ACA) and demonstrate in concrete terms how the early market reforms are benefiting them, as well as how millions continue to fall through the cracks without the broader reforms of 2014. In addition, this project will seek to assist federal and state policymakers, consumer organizations, and other stakeholders with evidence-based, thoughtful and credible research and analysis regarding key ACA topics, so that they have the information needed to implement the reforms in ways that benefit consumers. Deliverables will include up to eight story blogs or other short summaries of individual stories related to ACA and up to four in-depth issue briefs of medium length (10 to 20 pages) focused on implementation of private-insurance reforms and insurance exchanges. The effectiveness of this project as outlined will depend in large part on the Supreme Court's decision on the constitutionality of ACA, expected early this summer. The grantee understands that the Foundation reserves the right to make changes to the project or to discontinue funding depending on the Supreme Court's decision.
