The Foundation's program, State Health Access Reform Evaluation (SHARE), was designed to support research and evaluation of state health reform initiatives and develop an evidence base for future state and federal reform initiatives. This study will measure the effects of Coordinated Care Organizations -- Oregon's version of ACOs for the Medicaid population -- on health care access, patient health, quality of care, costs, and utilization. It will include a qualitative component that will pinpoint exactly which CCO designs generate the biggest "bang for the buck." Deliverables will include a preliminary report that synthesizes first-year results; a final report with full analytic results; and a series of policy briefs, peer reviewed journal articles, and presentations that highlight key lessons for a number of audiences, including academic researchers, policymakers, administrators, service providers, and communities and their members.
