This grant supports three main activities to further inform New Jersey's efforts to implement the Affordable Care Act. They include: (1) a financial analysis of a basic health program (BHP); (2) a data brief on physician-network adequacy; and (3) a policy brief on essential health benefits. The Center for State Health Policy (CSHP) staff will work with the Hay Group to conduct the financial analysis, which will include projections of revenues and the expense of operating a BHP in New Jersey. In addition, CSHP staff will write a data brief on the low-income, uninsured, Medicaid, special-needs, and/or behavioral-health population and its access to providers, using the 2009 New Jersey Family Health Survey, as well as the Behavioral Risk Factor Surveillance System, to which CSHP recently added provider-access questions. Finally, in collaboration with the Seton Hall University School of Law, CSHP will complete a policy brief on options for New Jersey's package of essential health benefits and a review of applicable state and federal laws and regulations.
