The Foundation's initiative, Cross-Jurisdictional Sharing, was designed to strengthen the ability of public health agencies to improve the health of the communities they serve by supporting efforts to explore, inform, and track the implementation of innovative regional or shared approaches to delivering public health services.This planning grant will enable the Kansas Health Institute (KHI) to work collaboratively with co-director Patrick Libbey to prepare for the launch of a new initiative to explore, inform, track and share learning about the implementation of regional and shared approaches to delivering public health services. In addition to strategic planning around the national learning community, the technical assistance program, communications, and evaluation, KHI will provide input as the Foundation and its consultant develop a call for proposals for jurisdictions and regions interested in participating in a national learning community. During the planning grant phase, KHI will support the national learning community applicants and prepare for the review of national learning community proposals. KHI along with Mr. Libbey will meet with national partner organizations, attend several national public health and elected official meetings, and will work with RWJF to identify and appoint both a steering committee for high-level strategic guidance and a core working group of project advisors.Deliverables will include a shared work plan for KHI and Mr. Libbey; a technical assistance plan with identified technical assistance providers; a communications plan, starter website and communications materials and outreach to support the Learning Collaborative announcement; a project logic model; and preliminary technical assistance resources including a self-assessment tools and background documents.
