This grant will be used to include New Jersey in the Task Force (task force) on the State Budget Crisis. Co-chaired by former New York Lt. Governor. Richard Ravitch, and former Federal Reserve Board Chairman Paul Volcker, the task force will examine the areas of the budgets of six states that threaten their fiscal outlook, including Medicaid, taxation, health care financing, debt, and state-local fiscal issues. The other states in the task force's study are California, Illinois, New York, Texas and Virginia. This grant will help the task force: (1) document existing financial practices that encourage deficits; (2) highlight the growth and consequences of unfunded public-pension and retiree benefits; (3) examine Medicaid in the context of other health care spending; and (4) develop large-scale policy recommendations that could restore balance and improve the ways governments make decisions about budgets. The task force will report findings and recommendations through an extensive outreach effort to federal and state legislative and executives bodies in the six states and through media events to encourage public discussions. The grantee will not use Robert Wood Johnson Foundation funds for any lobbying purposes.
