Replicating Child FIRST, an early childhood system of care, in Connecticut, Phase 2

The purpose of this project is to expand replication of Child First to four high-need cities in Connecticut and fully integrate this model with the state system of services for children. This builds on the previous grant, which replicated the model in six cities/regions (Cohort 1). Child First targets vulnerable children, prenatal through six years, who exhibit developmental or emotional problems or have parents with multiple challenges that impede their ability to support and nurture their children. The program provides evidence-based, family-centered services, including screening, consultation, and home-based mental health interventions. It builds collaborative relationships among community service providers to ensure access to comprehensive, coordinated care, and has created an active learning community among all current sites. Deliverables will include: (1) replication in four new cities/regions and full integration of the model with the Connecticut Department of Children and Families; (2) certification for Medicaid reimbursement for all Child First sites and use of the Early Periodic Screening, Diagnosis, and Treatment program for preventive care; (3) development of Web-based resources, including expansion of a site-specific management database, a cross-site data system, and collaborative learning resources; (4) analysis of outcome data across all Child First sites to document effectiveness and to ensure model fidelity and quality; (5) a business plan to support further replication in Connecticut, technical assistance to other states that want to adopt this model, and an advocacy strategy for promoting an early childhood system of care nationally; and (6) dissemination of evaluation findings to service providers, policy makers and other stakeholders.
