Examining the health care economy in context of the constitutionality of the Affordable Care Act
The purpose of this project is to develop an analytic framework for understanding the health economy at the individual-patient level, both over time and in relation to the unpredictable burden of illness, injury, and physical, mental and developmental conditions that affect the vast proportion of Americans during childhood and over their working-age years. The constitutionality of the Affordable Care Act has been challenged in the courts on the issue of whether Congress has the power to regulate activities related to the health care markets, including the mandate that individuals purchase health insurance. Two courts of appeal, the Sixth and the Eleventh, have reached different verdicts, and it is in that context that it is important to undertake a contextual policy analysis, framed by the essential points in those court decisions, that will examine Americans' movement in and out of the health economy over time. To develop the analytic framework, this project will use data from national probability surveys (e.g., MEPS, HIS) and vital statistics, supplemented by literature reviews, The deliverable will be a journal article, to be published in a top-tier journal, with an analysis that will expand on and extend data on the health care economy.
