This grant funds an actuarial study to help the grantee identify services for mental health and substance-use disorders that should be covered as essential health benefits (EHBs). The Affordable Care Act charged the Department of Health and Human Services with defining the package of EHBs. Based on the analysis, the grantee will draft a report on and a benefits grid for mental health and substance-use disorders, with prevalence rates within the benefit plans included in the study, along with a discussion of what is typical and appropriate as EHBs. The Milliman Company will conduct the study.
