This grant provides support for an invitation-only, two-day workshop that will enhance understanding about what is feasible to measure and report in health care enabled by robust health information technology. The workshop will convene individuals from the Aligning Forces for Quality initiative, CMS, EMR-vendor representatives, and the Quality Measures Workgroup of ONC's HIT Policy Committee and will incorporate the experiences of Beacon Communities, Aligning Forces, Regional Extension Centers, and other initiatives. Attendees will participate in discussions about the ethical, governance and cultural barriers to timely collection, analysis and integration of data and measurement to support point-of-care improvement, downstream measurement and public reporting. The workshop will focus discussions in three key areas: (1) data extraction and normalization across a variety of data sources; (2) creation of effective feedback loops to support improvement; and (3) collection and integration of patient-reported information. Meeting participants will learn about and discuss key opportunities for solutions and innovation in overcoming current barriers at the practice, system and community levels.
