The Foundation's program, Consumer Voices for Coverage: Strengthening State Advocacy Networks to Expand Health Coverage, was designed to support state-based consumer health advocacy networks to increase their capacity to participate in health care reform efforts with key stakeholders, such as businesses, hospitals, insurers, providers and government officials.This grant is one of ten in the Foundation's Coverage Team's target states that will support consumer organizations to work with their states to implement coverage provisions of the Affordable Care Act (ACA). More specifically, this grant will be used to build the capacity of Health Action New Mexico (HANM) and the Consumer Voices for Coverage leadership team to advocate in the regulatory environment around the issues of insurance reform, specifically rate review. Advocates will harness consumer willingness to engage in insurance reform and eventually transfer these lessons to the development State Exchange in New Mexico. Deliverables will include: policy and legal summaries as well as comments on key insurance reform issues with recommendations for implementation; recommendations to appropriate policy makers regarding structure, governance and activities of an exchange; and specific recommendations for strong consumer protection and assistance within a New Mexico Health Insurance Exchange. No Foundation funds will be used for the purposes of lobbying.
