Consumer Voices for Coverage: Strengthening State Advocacy Networks to Expand Health Coverage

The Foundation's program, Consumer Voices for Coverage: Strengthening State Advocacy Networks to Expand Health Coverage, was designed to support state-based consumer health advocacy networks to increase their capacity to participate in health care reform efforts with key stakeholders, such as businesses, hospitals, insurers, providers and government officials.This grant will be one of ten in the Foundation's Coverage Team's target states that will support consumer organizations to work with their states to implement coverage provisions of the Affordable Care Act (ACA). More specifically, Colorado Consumer Health Initiative (CCHI), with the support of the project leadership team and its membership policy committee, will focus on two health care reform issues in this one-year project: (1) Colorado's Health Benefit Exchange; and (2) Private Insurance Market Reform. The purpose of this project is to focus on policy research and analysis, advocacy, relationship-building and networking. In 2011 and 2012, CCHI will position itself to participate in the Exchanges' working groups, impact decisions made by the Board and the Committee, and disseminate Exchange-related information to its members and the general public. In partnership with its Leadership Team, CCHI will identify key consumer oriented decisions and principles to promote during workgroup discussions. This project will move Colorado forward in ensuring consumer perspectives and needs are built into the structure and implementation of ACA. No Foundation funds will be used for the purposes of lobbying.
