The purpose of this project is to provide the health exchanges with specifications for decision support software and the underlying research evidence to help consumers select a health plan. The complexities of insurance products, four levels of benefit design, potentially large numbers of product offerings, subsidy calculations, and differences in eligibility status within a family are among the many daunting aspects of choosing a plan in the exchanges. This project will focus on research that addresses these challenges to help people choose a health plan that meets their needs. Deliverables will be: (1) requirements for information technology vendors, essentially the business rules for the plan choice software; (2) requirements for information on health plans, including data elements that provider plans must submit; and (3) research findings to help consumers choose a plan, essentially the findings on decision supports to guide planning for information services and support for the exchanges.
