Conducting an environmental scan of self-direction in adult behavioral-health services and supports

Under this grant, the National Resource Center for Participant-Directed Services (the Center ) will conduct an environmental scan to determine the feasibility of deploying the Cash & Counseling model for people receiving behavioral-health supports and services. Cash & Counseling is a Medicaid program that uses a budget authority to allow people with disabilities, including older adults, the option of managing a flexible budget and deciding what mix of goods and services best meets their personal-care needs. This project will include four deliverables: (1) an issue brief synthesizing current literature, practices and policies pertaining to a budget-authority model for behavioral-health consumers; (2) results of surveys and interviews with directors of state mental health programs; (3) results of interviews with and focus groups of other key stakeholders; and (4) a final report synthesizing findings and making recommendations for future work.
