This project will further develop and refine the Keeping Families Together (KFT) pilot, an initiative of the Corporation for Supportive Housing (CSH). The original goal of KFT was to test whether supportive housing can prevent the need to involve the child welfare system and continued chronic homelessness for highly vulnerable families. Although pilot results in New York City show promise and other states express a growing interest in replicating KFT, CSH needs to refine the approach and develop a coherent strategy for bringing KFT to new locations. Key deliverables for this phase are: (1) a business case for KFT as a child welfare intervention; (2) an assessment of potential replication sites; (3) a strategic plan for replication in New Jersey (as the state with the strongest interest); and (4) a strategy for needed policy and programmatic changes to further embed KFT in New York City.
