Developing model legislation to aid state policy-makers in establishing insurance exchanges under health reform (Phase 2)

This grant provides funds to enable the National Academy of Social Insurance (NASI) to compensate experts who will write issue briefs related to model state legislation establishing health insurance exchanges. Under a previous grant, NASI recruited a panel of experts and drafted the model law. The briefs will cover the most critical issues that states will need to address in creating exchanges, such as adverse selection; the role of exchanges in determining eligibility for subsidies and Medicaid; Small Business Health Care Options Program (SHOP) exchanges; exchanges as active purchasers; and health information technology.
