This grant partially supports the Blue Cross Blue Shield of Massachusetts Foundation (BCBSMA) in producing toolkits highlighting lessons learned by Massachusetts in implementing its own health reform law that other states can use in implementing the Affordable Care Act (ACA). Many ACA provisions, such as creation of insurance exchanges, are modeled after Massachusetts' law, implemented nearly five years ago, and other states can benefit from the knowledge Massachusetts has developed over those years. Each toolkit will address a narrow implementation topic, and each will include a brief narrative guide, the lessons, and a variety of primary-source documents, such as requests for proposals, organizational structures and job descriptions, related to the given topic. The toolkit topics, developed by BCBSMA in consultation with the state's health reform stakeholders, include an exchange website; guidance in development of commercial plans for the exchange; communications strategy; risk adjustment and risk sharing; and streamlined eligibility determination.
