Supporting a conference to explore clinically meaningful ways to classify health care costs

Working with Robert Wood Johnson Foundation staff, the contractor, Michael E. Chernew, Ph.D., will organize and help the Foundation's Quality/Equality team convene a conference at which experts will examine a variety of methods to classify health care spending in clinically meaningful ways. Current measurement and classification systems for health care costs are either too aggregated to be actionable (such as total costs) or narrowly based on type of service (e.g., hospital, physician or drug). Moreover, current cost measures do not correspond to widely used measures for health care quality, making accountability for overall value and performance difficult to maintain. Conference participants will explore practical approaches to improving existing measurement tools and provide expert guidance on practical next steps for designing new approaches to cost measurement. Participants will include academics, actuaries, insurance-industry executives, physicians and policy-makers, as well as Foundation staff. Chernew will assist in conference planning, moderate the conference, work with Foundation staff to determine next steps and deliver a final report, including a version suitable for public dissemination.
