The Foundation's program, State Health Access Reform Evaluation (SHARE), was designed to support research and evaluation of state health reform initiatives and develop an evidence base for future state and federal reform initiatives.This project will conclude research started under the SHARE program to compare the experience of state coverage initiatives in Maine, Massachusetts, and Vermont. The grantee will address three questions: How does the level of enrollee premium share affect enrollment and adverse-risk selection; how does the level of out-of-pocket payment affect health service utilization; and is the care of individuals with chronic illnesses affected by out-of-pocket payments? The analysis will draw on administrative and claims data for the three programs and parallel data for three control populations of large, traditional employer benefit plans. The grantee will compare each program with the initiatives of the other two states, which differ with regard to premium requirements and benefit design. The project will produce three publishable papers, one for each study question, targeted to state and federal policy makers and health services researchers.
