This contract supports the design of a business model for a buying guide for health care currently being discussed by Consumers Union (CU, the publisher of Consumer Reports) and three grantees under the Robert Wood Johnson Foundation's Aligning Forces for Quality initiative: Minnesota Community Measurement, Wisconsin Collaborative for Healthcare Quality, and Massachusetts Health Quality Partners, working with the Greater Boston Quality Coalition. Once CU establishes proof of concept in these communities, its goal will be to scale up the effort to many more communities. Key deliverables will include a business schematic that maps responsibilities and the flow of information and funding among the participating organizations; a scale-up plan; budget assumptions; a strategic assessment; and hypotheses to test during the pilot period. These deliverables will form the basis for an anticipated funding request to the RWJF later in 2011, which will support a pilot of the buying guide. MedPharma currently consults with Aligning Forces communities on their business models under a subcontract to the national program office, and may continue to work with the Foundation's staff team on the CU proposal and related initiatives.
