The Foundation's program, Consumer Voices for Coverage: Strengthening State Advocacy Networks to Expand Health Coverage, was designed to support state-based consumer health advocacy networks to increase their capacity to participate in health care reform efforts with key stakeholders, such as businesses, hospitals, insurers, providers and government officials.During this final funding period for sites, the Consumer Voices for Coverage National Program Office will continue to strengthen grantees' capacity to advance coverage expansion goals and to sustain their work and develop strategies to preserve its long-term impact with a focus on implementation of the Affordable Care Act (ACA). The ACA, which became law in March 2010, holds the promise of providing affordable health care to more than 30 million Americans who now lack coverage and improving coverage for tens of millions more. The ACA gives states significant policy discretion in implementing the law, and, as a result, realizing the promise of ACA will greatly depend on the interplay between federal and state -level policy making, hereby providing a platform and venue for increased consumer engagement in health reform efforts. The National Program Office will support grantees efforts to play a constructive role in state and federal health reform implementation by providing grantees with relevant tools, technical assistance, and strategic coaching, as well as facilitating interactions to help grantees build sustaining relationships, strategize independently and work collaboratively. Deliverables will include the development of technical assistance and training tools, the delivery of periodic training and technical assistance, the fourth and final annual grantee conference, and ongoing delivery of "just in time" strategic assistance to grantees.
