The Foundation's program, State Coverage Initiatives, was designed to help states plan and develop insurance market reforms, Medicaid reforms, and other significant health care financing and delivery changes.The Foundation's Coverage team will be working intensively in a set number of states to implement the coverage provisions of the Affordable Care Act starting in 2011. In light of this, the State Coverage Initiatives (SCI) program will focus on providing support to the new strategy and to the selected states. This reflects a shift in focus and approach, but because the need for effective, coordinated assistance is so high, the Coverage team needs to direct its state technical assistance in a more intentional way. The major technical assistance and direction tasks include: (1) a kick-off meeting for teams of 4-5 state officials from participating states; (2) assistance in developing work plans for states; (3) small group meetings for state officials; (4) contracts to experts; and (5) Webinars and issues briefs.
