This grant will contribute to the creation of an Institute of Medicine (IOM) committee to determine how best to measure community-based, nonclinical prevention policies and strategies. Current economic frameworks and methods fall short of predicting their value, costs, savings and other benefits. This committee will conduct an ad hoc study to develop a framework to assess the value of the community-based strategies, especially those that target the prevention of chronic diseases. The main deliverable will be a consensus report targeted to stakeholders, including policy makers, health providers, public health practitioners, community-based practitioners, and funders who are responsible for allocating program-implementation funds and evaluation resources.
