This grant will enable Freelancer's Union to expand its group purchasing health-benefits program from New York into New Jersey and Georgia. Grant funding will underwrite the marketing and development costs of designing and negotiating insurance policies that will enroll at least 3,500 individuals (2,500 in NJ and 1,000 in GA) by the second year of operation. Freelancer's Union intends to develop the New Jersey and Georgia programs to meet the criteria to be designated as Consumer-Owned and Oriented Plans, (CO-OPs), as authorized under Section 1322 of the Patient Protection and Affordable Care Act (PPACA). Should the NJ and GA programs qualify as CO-OPs, they would then be eligible to receive loans to fund the capital reserves required for state licensure as qualified insurance plans.
