Advising consumer advocates regarding policy issues that arise in the course of health reform implementation and their impact on coverage
This project will offer legal analysis regarding the Affordable Care Act (ACA) to state and national consumer advocates and policy makers throughout the implementation process, particularly regarding rulemaking and the drafting of state enabling legislation. Specifically, the grantee will advise consumer advocates regarding legislative and regulatory matters as issues arise and assist them in developing strategies to respond to legal challenges; draft comments to proposed regulations; develop and distribute legal analyses; and organize a national conference on legal advocacy.
