This project will examine policy issues concerning how individuals and families will move between Medicaid and state health insurance exchanges under the Affordable Care Act as their incomes change over time. The work under this grant will include: (1) a series of policy analyses to examine the extent of the problem and explore possible solutions; and (2) dissemination activities to ensure that the findings from the policy analyses are informing the decisions of key policy makers. The project will focus on California as the state establishes its exchange, but the grantee's work will serve to inform the actions of state and federal actors across the country who are grappling with the same challenges. Deliverables will include two policy briefs and a large convening.
