Producing issue briefs focusing on federal policies that affect the quality of health care, 2010-2011
This grant supports the Urban Institute to conduct research and analysis on policy issues related to the delivery of and payment for health care services, especially with implementation of the federal Patient Protection and Affordable Care Act of 2010 (PPACA). This is the second round of funding for this project, based on high demand for its products during the first round. This project's design was initially based on a model established by the Robert Wood Johnson Foundation, which continues to fund Urban to do "quick strike" analysis on issues related to health care coverage and costs. In this phase of the project, Urban will pay more attention to developing products that are not necessarily quick strikes, but serve the needs of the field. The project's deliverables will consist of eight papers of varying lengths -- five of 12 to 15 pages, containing in-depth analyses, and three of 4 to 8 pages, which Urban will produce with a shorter turnaround time and review process. The topics for these papers, chosen through informal consultation with Foundation staff and external advisers, will likely be those that arise from implementation of PPACA, especially where there is little legislative detail, or extensive debate, about approaches to improving quality and reducing costs.
