The Foundation's program, State Health Access Reform Evaluation (SHARE), was designed to support research and evaluation of state health reform initiatives and develop an evidence base for future state and federal reform initiatives.This project will explore the implications of the Patient Protection and Affordable Care Act's requirement that states use modified adjusted gross income (MAGI) to determine eligibility for Medicaid, the Children's Health Insurance Program (CHIP) and coverage subsidies. The MAGI provision will significantly change the standards that states have historically used to determine eligibility. By convening a meeting of state policy experts and conducting quantitative analysis, the project team will be able to assess how MAGI will alter who is eligible or ineligible, relative to the definitions currently being used by state Medicaid programs and CHIP. The project will help inform the implementation decisions that states will be making in the coming years. The deliverables will be a small-group workshop, two issue briefs and a technical report.
