This program contract supports activities of a lead evaluator for the Robert Wood Johnson Foundation (RWJF) Public Health Law (PHL) major initiative. As lead evaluator, Marjorie Gutman, Ph.D., will be responsible for: (1) developing and refining the overall logic model, research questions, tracking indicators, and suggested methods for data collection for the overall initiative evaluation; (2) drafting a request for proposal, identifying candidates, and participating in the selection process for the other evaluators; (3) conducting an evaluation of the elements of the PHL initiative that do not fall under its two major program initiatives; (4) overseeing the work of the other evaluator(s); (5) collecting data on intermediate and long-term impact and stakeholder perceptions of the PHL initiative; (6) updating RWJF and PHL partners on the progress of the evaluation and making suggestions for changes in the initiative, as needed; and (7) integrating, synthesizing and reporting on the overall findings of all pieces of the evaluation of the PHL initiative. Deliverables will be annual interim evaluation reports and a final report.
