This grant supports the National Academy of Social Insurance (NASI) to develop model legislation to be completed by end of 2011 to aid state policy makers in establishing health insurance exchanges. To accomplish this task, NASI will form an expert study panel consisting of health policy experts representing diverse fields to focus on the key decision points states will need to address in designing and administering health insurance exchanges, for example: (1) the relationship between the exchange and the broader health insurance market; (2) the interactions between the exchange and Medicaid, (3) governance, and (4) adverse selection and sustainability. The study panel's findings will be summarized in a series of policy briefs, which will be released on a rolling basis, and used to craft state model authorizing legislation designed to create the exchange.
