The Foundation's program, State Health Access Reform Evaluation (SHARE), was designed to support research and evaluation of state health reform initiatives and develop an evidence base for future state and federal reform initiatives.This project will develop a strategy to identify and collect key data elements to measure the impact of health reform at the state level across four dimensions of the legislation: coverage expansion; delivery-system reform; workforce development; and public health improvement. The initiative will lay out a data agenda to help federal, state and local policy makers, stakeholders, advocates, researchers and journalists track and interpret health reform outcomes. The project will involve four workshops with 12 to 15 leaders from the research, policy and stakeholder communities. For each workshop, the grantee will commission four white papers to provide background information and analysis on the workshop topic. A final report will summarize the project's key findings and make recommendations to policy makers and funders.
