This grant supports the implementation of the coverage provisions of the Patient Protection and Affordable Care Act (PPACA) in New Jersey. The goals are to: (1) create a neutral forum for stakeholder input into decisions on PPACA implementation in New Jersey; and (2) provide state decision-makers with expert consultation and analysis of policy options. The Rutgers Center for State Health Policy will use its in-depth knowledge of health care programs and markets in New Jersey, as well as its close working relationships with health policy leaders in the public and private sectors, to develop options for key policy makers in the State. The deliverables will include: (1) a briefing book and materials on coverage provisions in PPACA, state requirements and implementation options; (2) convenings with policy experts, state officials and state health policy stakeholders to review and comment on major policy options; and (3) a discussion paper, based on stakeholder conversations and comments, on how to structure and implement key elements of PPACA and to identify remaining questions.
