Legal technical assistance to the tobacco-control community, 2010-2012

The Foundation's Public Health Law Field-Building initiative was designed to support public health practitioners, their counsel and policy-makers in using law to promote, protect and improve health through technical assistance, training, legal analyses, products, and translation and dissemination delivered through a national network of public health law centers and key stakeholder groups.This provides continued support for the Tobacco Control Legal Consortium (TCLC) to provide a range of legal technical assistance and resources to the field of tobacco advocacy. TCLC, a nationally recognized network of legal centers working to strengthen America's tobacco-control policies, helps community coalitions, health professionals, public officials and others develop, enact and implement optimal policies, avoid legal pitfalls and solve legal problems. Deliverables will be for TCLC to: (1) provide consultation to tobacco-control advocates; (2) collaborate with public-health-law efforts; (3) provide litigation support to city and county attorneys, state attorneys general and legal counsel representing advocacy organizations and individual citizens; (4) prepare amicus curiae briefs in appellate cases of significance to tobacco control; (5) maintain a database of legal cases challenging smoke-free laws; (6) publish educational materials; (7) provide educational and training presentations at state, regional and national conferences; (8) co-sponsor a task force on smoke-free housing; (9) collaborate with national health associations to create and offer training courses for local public health officials; and (10) assist interested states in establishing tobacco-control, legal-resource centers. The grantee will not use Robert Wood Johnson Foundation funds for lobbying.
