Examining how local health departments' structure and processes affect the health of older adults

The Foundation's Public Health Systems Research program was designed to help establish the field of public health systems research as a needed resource that will enable governmental health agencies to improve their performance. This grant supports an effort to examine the effects of local health department (LHD) organizational arrangements and financing of LHD programs and policies to address social and environmental barriers on the chronic disease and injury outcomes of older adults controlling for county-level social and demographic factors. Using a pooled cross-sectional study design, the project integrates data from California LHDs and counties from four secondary sources, including the NACCHO Profile survey and the California Health Interview Survey. Results from this study will inform policy-makers of more effective ways to support public health infrastructure and allocate funds to maximize LHD performance on health indicators for older adults. The results will also help LHDs prioritize the most effective organizational arrangements and methods for addressing the health outcomes of this vulnerable and growing segment of the population.
